Cessation of hostilities, regime of silence. However you describe it, local ceasefires in Syria are in place, though not fully respected by foreign backed militants. Dictatorships which back militancy pressure those under their influence to walk out of peace talks, ensure their inability to truly negotiate, & insist only on President Assad’s ouster. As America tries to protect even Al-Qaeda affiliated terrorists by attempting to include them in ceasefires, Russia & others who stand with Syria are insisting terrorists must not be allowed to go scot-free. Syria too has sent a strongly worded letter to the UN complaining about continuing support for militants, a failed policy which the region’s dictatorships insist on maintaining.
