Federal agency has now acquired enough bullets to wage 30 year war

The Department of Homeland Security is set to purchase a further 21.6 million rounds of ammunition to add to the 1.6 billion bullets it has already obtained over the course of the last 10 months alone, figures which have stoked concerns that the federal agency is preparing for civil unrest.

A solicitation posted yesterday on the Fed Bid website details how the bullets are required for the DHS Federal Law Enforcement Training Center in Artesia, New Mexico.

The solicitation asks for 10 million pistol cartridge .40 caliber 165 Grain, jacketed Hollow point bullets (100 quantities of 100,000 rounds) and 10 million 9mm 115 grain jacketed hollow point bullets (100 quantities of 100,000 rounds).

The document also lists a requirement for 1.6 million pistol cartridge 9mm ball bullets (40 quantities of 40,000 rounds).

An approximation of how many rounds of ammunition the DHS has now secured over the last 10 months stands at around 1.625 billion. In March 2012, ATK announced that they had agreed to provide the DHS with a maximum of 450 million bullets over four years, a story that prompted questions about why the feds were buying ammunition in such large quantities. In September last year, the federal agency purchased a further 200 million bullets.

To put that in perspective, during the height of active battle operations in Iraq, US soldiers used 5.5 million rounds of ammunition a month. Extrapolating the figures, the DHS has purchased enough bullets over the last 10 months to wage a full scale war for almost 30 years.

Such massive quantities of ammo purchases have stoked fears that the agency is preparing for some kind of domestic unrest. In 2011, Department of Homeland Security chief Janet Napolitano directed Immigration and Customs Enforcement to prepare for a mass influx of immigrants into the United States, calling for the plan to deal with the “shelter” and “processing” of large numbers of people.

The federal agency’s primary concern is now centered around thwarting “homegrown terrorism,” but information produced and used by the DHS to train its personnel routinely equates conservative political ideology with domestic extremism.

A study funded by the Department of Homeland Security that was leaked last year characterizes Americans who are “suspicious of centralized federal authority,” and “reverent of individual liberty” as “extreme right-wing” terrorists.

In August 2012, the DHS censored information relating to the amount of bullets purchased by the federal agency on behalf of Immigration & Customs Enforcement, citing an “unusual and compelling urgency” to acquire the bullets, noting that there is a shortage of bullets which is threatening a situation that could cause “substantial safety issues for the government” should law enforcement officials not be adequately armed.

As we highlighted last month, the DHS’ previous ammunition solicitation was awarded to Evian Group, an organization that was formed just five days before the announcement of the solicitation and appeared to be little more than a front organization since it didn’t have a genuine physical address, a website, or even a phone number.

While Americans are being browbeaten with rhetoric about the necessity to give up semi-automatic firearms in the name of preventing school shootings, the federal government is arming itself to the teeth with both ammunition and guns. Last September, the DHS purchased no less than 7,000 fully automatic assault rifles, labeling them “Personal Defense Weapons.”

Federal government continues to arm itself to the teeth while Obama administration pushes gun control

While the Obama administration sets out to eviscerate the gun rights of American citizens in the aftermath of Sandy Hook, earlier this week it was announced that the Department of Homeland Security has awarded a company a contract worth over $45,000 dollars to provide the DHS with 200,000 more rounds of bullets.

This new purchase adds to the staggering figure of 1.6 billion rounds of ammunition already secured by the DHS over the last 9 months alone.

A solicitation originally posted on the FedBizOpps.gov website on December 17 on behalf of the DHS Federal Law Enforcement Training Center advertised the need for 200 cases of 13–40 Cal, 180 Grain, Jacketed Hollow Point bullets, with each case containing 1000 rounds, to be delivered almost immediately as soon as the contract is awarded.

The bullets are to be delivered to a training site in North Charleston, South Carolina, which “specializes in Maritime Law Enforcement and Port Security Training. Basic and advanced training programs are conducted in concert with the U.S. Coast Guard Maritime Law Enforcement Academy, the U.S. Courts Probation and Pretrial Services Training Academy, the U.S. Immigration and Customs Enforcement Training Academy, the Customs and Border Protection Field Operations Academy, and the Naval Criminal Investigative Service.”

The winner of the contract to provide the DHS with the ammunition, announced on January 2, was Evian Group Inc., an organization that was formed just five days before the announcement of the solicitation.

As James Smith documents, Evian Group seems to be little more than a front organization and doesn’t appear to have any real business assets, a genuine physical address, a website, or even a phone number.

Back in August, the Department of Homeland Security censored information relating to the amount of bullets purchased by the DHS on behalf of Immigration & Customs Enforcement, citing an “unusual and compelling urgency” to acquire the bullets, noting that there is a shortage of bullets which is threatening a situation that could cause “substantial safety issues for the government” should law enforcement officials not be adequately armed.

The information was blacked out despite the fact that documents are only supposed to be redacted if authorized by Congress or for national security reasons.

The contradiction of the Obama administration preaching gun control while simultaneously the federal government arms itself to the teeth with an arsenal that would be enough to wage a full scale 7 year ground war is jaw-dropping.

As Mike Adams highlights, “A citizen is considered to be a stockpiling “terrorist” prepper if they own just 1,000 rounds of ammo. The government, however, can purchase billions and the mainstream media doesn’t even question it.”

“Where is all this ammunition going? It’s being stockpiled by the federal government, awaiting some future event during which it will apparently be “activated.” Why else would you stockpile something if you don’t anticipate needing to use it someday?”

“During all this, Obama and his cohorts in Washington are loudly insisting that American citizens have no right to purchase firearms or ammunition, and that new laws will soon be enacted to make sure you cannot do what the government does: stockpile weapons and ammo.”

Indeed, the double standard is staggering and while Americans are being raided for stockpiling “arsenals” of weapons that subsequently turn out to be no more than a few guns, the federal government is simultaneously building a very real and substantial arsenal while the mainstream media turns a blind eye.

 


While President Obama and many of his Democratic allies in Congress seek to impose strict limitations on civilian firearm sales, the Department of Homeland Security has solicited a bid for 26.1 million rounds of ammunition, adding to the 1.6 billion bullets it has already purchased over the past 10 months alone. Posted on the website FedBid, the agency’s Federal Law Enforcement Training Center (FLETC) in Arteia, New Mexico, has commenced an auction for the training ammunition through competitive bids, which have to be a minimum of $10.

Here’s a breakdown of what the DHS is seeking:

• Commercial Leading Training Ammo (CLTA) PISTOL CARTRIDGE 9MM BALL 124 GRAIN P/N AE9AP OR EQUAL BRASS CASING 40,000 ROUNDS PRICE PER 1000 ROUNDS WILL INCLUDE DELIVERY

FedBid is an online marketplace where businesses and federal, state, and local governments can purchase products and services. According to a Washington Business Journal profile of Ali Saadat, the founder of FedBid, the website administered $1.4 billion in federal transactions last year.

Saadat says the concept of his website has altered the methods people use in the industry to search and respond to business, which often includes requesting proposals and submitting requests for quotes. “That time is gone,” Saadat told the Washington Business Journal. “It all happens on the Internet and in a transparent way.”

The FLETC in New Mexico includes programs for Indian Affairs, Border Patrol, and the Transportation Security Administration (TSA), while more specialized programs such as Defense Tactics Instructor Training Program and Firearms Instructor Training Program are also administered at the Artesia location. Specifically, officials at the Artesia Training Division, according to its website, are “responsible for designing, developing, coordinating, and administering advanced and specialized training programs for the United States Border Patrol, Bureau of Indian Affairs, Transportation Security Administration, and other partnering organizations.”

The following are examples of ammunition purchases the DHS has solicited with bids ending February 11:

• In 2012, defense contractor AKT was awarded a five-year contract to provide 450 million rounds (max) to DHS.

• The government sought 175 million rounds of .223 caliber rifle ammo in 2012 as well.

• Maj. Gen. Buford C. Blount III said in 2004 testimony to the Tactical Air and Land Forces Subcommittee of the Committee on Arms Services that soldiers used 72 million rounds in Iraq in 2003 and that their expenditure at the time was 5.5 million rounds per month.

To put the 1.6 billion rounds in ammunition — which, note, the agency purchased in the last 10 months — in perspective, during the peak of active battle operations in Iraq, U.S. armed forces used approximately 5.5 million bullets a month. “Extrapolating the figures,” InfoWars.com reports, “the DHS has purchased enough bullets over the last 10 months to wage a full scale war for almost 30 years.”

These monstrous sums of ammunition purchases have prompted concerns that the DHS is preparing for some form of domestic unrest. Over the last year, the Department of Homeland Security has purchased 1.6 billion rounds of hollow point ammunition for unknown reasons. A new solicitation has appeared from the DHS requesting even more rounds. Posted on Fed Biz Ops on Wednesday, the solicitation requests 10 million .40 caliber 165 grain jacketed hollow point rounds, 10 million 9mm 115 grain jacketed hollow point rounds and 1.6 million 9mm pistol cartridge ball rounds. This comes to a total of 21.6 million bullets.

Speculation has abounded about why the DHS is purchasing this ammo. Other agencies began purchasing large amounts of ammo at the same time as the DHS, but those agencies have explained their orders as being for training and use by their agents. After the Social Security Administration purchased a large amount of ammunition, the agency issued a post on its official blog explaining that it was “standard issue” and used by special agents during “mandatory quarterly firearms qualifications and other training sessions, to ensure agent and public safety.”

While other agencies have explained their purchases, the DHS remains quiet, going so far as to illegally black out information on a solicitation after attention started being directed toward them.

Some have speculated that the rounds are for the American people. World Net Daily writer Joseph Farah has expressed concern that the Obama administration is stockpiling these rounds for a “civilian national security force.” Obama had talked about this very thing while campaigning in 2008. While giving a speech in Colorado that year, Obama said, “We cannot continue to rely only on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well funded.”
